Roads within Woodmoor are owned and maintained by El Paso County. If you have questions about snow removal, road conditions or maintenance, please contact the El Paso County Department of Transportation at 719.520.6460.
Plowing of roads within Woodmoor is done by the El Paso County Department of Transportation and you may view their list of prioritized streets here. Additionally, you can view the El Paso County Snow and Ice Control Plan for additional information.
About Woodmoor
Woodmoor, Colorado, is a covenant-controlled community encompassing approximately 2,000 acres of land with fifty-one miles of roadway serving approximately 9,000+ residents. Established in 1971, Woodmoor is close to build-out with homes on most of the approximately 3,074 lots.
Woodmoor is situated in the northern part of unincorporated El Paso County, straddling the Palmer Divide near the town of Monument and about 25 minutes from downtown Colorado Springs. Woodmoor lands include forests of ponderosa pines, grassy meadows, and hilly areas with a wide variety of vegetation. Elevations range from 6900 to 7400 feet above sea level.
Woodmoor is managed by the Woodmoor Improvement Association (WIA), which is governed by a 9-member elected volunteer board of directors. Annual fees are currently set at $291.00 per lot, and are limited by covenants to a maximum annual increase of 3%. The primary use of those fees is Woodmoor Public Safety (WPS), an 8-person professionally-trained and highly-experienced force that works closely with local law enforcement and emergency services to provide rapid response to resident calls and contributes to Woodmoor's very low crime rate. In addition, the WIA office enforces Woodmoor covenants, maintains and supports Woodmoor's extensive and varied common areas, manages Woodmoor's award-winning Forestry and Firewise program, and provides an array of other services to the people of Woodmoor.
While most of the lots in Woodmoor are single-family homes, Woodmoor also includes several townhome developments with their own homeowners associations (HOAs). These townhome associations enjoy the full benefits of WPS protection and access to WIA services and commons areas as well as the benefits of their own HOAs.

In 1999, Peter and his family moved from Denver to Woodmoor because they loved this area for its beauty, charm and privacy. Peter's background is in Business Development Management (fancy way of saying sales) within the IT industry with a focus on disaster recovery, business continuity and cyber security. Peter joined the WIA Board to do his part in keeping the neighborhood safe while maintaining the lifestyle that he loves here in Woodmoor.

Rick and his wife (kids are all grown) moved to Woodmoor in 2015. Rick had a 30-year career in the waste and recycling industry with the three largest national companies, which required numerous relocations. When they came upon Woodmoor, they knew that this is where they wanted to live. Now that work demands have diminished, Rick wants to contribute to maintaining and improving our great community. His past experience involved being on the leading edge of environmental and sustainability issues, as well as marketing and logistics.

Connie served in the Air Force and Veterans Administration in a military and civilian capacity, and she recently retired after 41 years. She and her husband have lived in Woodmoor since 2002, and they enjoy the uniqueness and quaint atmosphere. She is interested in preserving the quaint atmosphere, while shaping the community for the future. She appreciates the value of homeowner ideas and opinions, while maintaining a responsible environment in support of this first-class community.
Cindy Thrush

Cindy is a retired Civil Engineer, who dedicated 34 years to public service in infrastructure design and construction. She has previous HOA experience, as well as volunteering for several organizations, including being a cub master and service at a homeless shelter for women. She has the time to serve the community and would like to offer her experience, expertise, diversity and passion to further the mission, goals and objectives of the WIA. Cindy is interested in several initiatives that WIA is currently working on and can volunteer as needed. She is very familiar with state laws related to Common Interest Communities and local government land development regulations, processes, and documents.

Steve was recently appointed to fill the remainder of Bert Jean's term. Steve and his wife are Colorado natives and have lived in Woodmoor since 2003. He recently retired after a 29-year career with a Fortune 500 company. He has a fondness for the area, the open space, and the people who live here. Steve would like to work with others to keep the community's prestige and to build off what we already have.

For the past 13 years, I have worked in the public safety field. In 2015, I began working for South Metro Fire Rescue, where I serve as a Public Information Officer and a member of the Incident Dispatch Team, among many other duties. My desire to serve on the WIA Board ultimately stems from my passion for the community in which I plan to reside for years to come.

I moved to Colorado in 1993 to take an IT job at MCI and moved into Woodmoor in 1994. I have been active in Woodmoor ever since. I have been on the ACC for 23 years now and am starting my 24th. I was Director of Covenants for 6 months in 2010. I spent one summer doing Firewise. I currently hold a Bachelors Degree in both Forestry Science and Computer Science from Penn State University and a Masters Degree in Computer Science from Florida Institute of Technology. I am currently employed by TDI as a contractor to Verizon supporting TDI’s ConsoleWorks product. I enjoy donating my free time to our community and look forward to helping to improve the health and quality of the forest in Woodmoor, which is so important to our community and our quality of life.

He is originally from South Florida and has lived here in Colorado for the last nine years. Bob has an AS in Physics from PPCC and is currently working on his BS in Mechanical Engineering from UCCS. He and his wife Kim have three daughters ranging from 22 to 5.

Kevin Nielsen
Chief, serving since 1991
Chief Nielsen started his career in Woodmoor in 1991 as a Police Officer for the Woodmoor Police Department. He was promoted to Captain of WPS in 1995, and Chief in 1999.
Chad Forquer
Deputy Chief, serving since 2001
Chad joined WPS in May of 2001. After 8 years in the Army, Chad worked in the private security field and insurance fraud investigation. Chad was promoted to the rank of Deputy Chief in June of 2010.
Art Brown
Officer, serving since 1998
Art joined WPS in 1998 after serving 22 years in the United States Army. While in the Army he served in the Military Police Corp. performing many duties such as Patrolman, Traffic Officer, Desk Sergeant, Investigator, Operation Manager, Platoon Sergeant and First Sergeant.
Karl Schill
Officer, serving since 2011
Karl joined WPS in 2011 and is also retired from the United States Army serving 20 years in the infantry and ending his career as a Military Police Patrol Supervisor. Karl also worked for the El Paso County Security Department, County Court House, Probation Dept., Dept. of Human Services, and the Department of Motor Vehicles as an armed security officer.
Shannon Sare
Officer, serving since 2020
Shannon joined WPS in March 2020. She graduated with high honors in 2015, with her Bachelor's Degree in Criminal Justice. Shannon has worked in the security field for the past 7 years, in an extensive variation of security positions. Shannon was born and raised in the Denver area and relocated to Southern Colorado in 2017.
Geoff Allen
Officer, serving since 2022
Geoff grew up in Woodmoor and was a graduate of Lewis Palmer High School. He was previously employed by the Woodmoor Police Department from 1991 to 1995. Geoff previously worked for the LaSalle Co Police Dept. for 10 years. In addition to law enforcement, Geoff also has had experience in working in the IT sector and worked previously for a large HOA. Geoff brings a lot of skills and experience to the WPS team.
Darrin Abbink
Officer, serving since 2023
Darrin joined WPS in March of 2023. He is a retired Lieutenant from the Colorado Springs Police Department. During his career he served in patrol, traffic, Internal Affairs, the Special Victims Unit and administration. He has a Bachelor's Degree in Criminal Justice Administration and is a graduate of the Northwestern University School of Police Staff and Command.
Chris Perkins

Chris joined Woodmoor in 2023. Chris grew up in Colorado where he participated in athletics such as wrestling, football, and track. Chris has 6 ½ years’ experience working in many facets of security. Chris resides in Pueblo with his 4 year old son. He looks forward to serving the Woodmoor Community
