Keeping Woodmoor SAFE

All Woodmoor Public Safety officers are trained, armed, qualified, professional, and great people to work with. WPS Officers carry the cell phone 24 hours a day. Please be aware that there are dead spots with the cell phone throughout Woodmoor. If you receive voice mail on the cell phone, please leave a message and we will call you back immediately.

What Services Does WPS Provide?
Crime Prevention The number one goal of WPS is the prevention of crime. We are committed to having the lowest crime rate in El Paso County and vigorously patrol the community 7 days a week. We work very close with the EPSO and are here to serve the residents of Woodmoor. Motorist Services WPS vehicles are equipped with a vehicle lockout kits and jumper boxes for those times in need. In winter driving conditions we do our best to get people home and safe. Vacation Checks WPS will walk around your house once per day and check for unlocked doors, vandalism, newspapers, and make note of any packages that have been delivered. Schedule a vacation check here. Immediate Officer Response WPS provides immediate response from a trained professional for alarms, suspicious persons or vehicles, animal complaints, noise complaints, motorist assists, and many many more. Home Security Survey We can review your current security concerns, and suggest how to make your home more secure. This service usually takes about 20 minutes to complete.

WPS patrols Woodmoor 24/7, and responds to resident complaints and concerns to deter crime. We conduct vacation checks, and home security inspections, respond to alarm activations, and medical calls, and conduct traffic control.

Woodmoor Public Safety lost police powers in 1995 due to Woodmoor being a homeowners association and not a town (taxing authority). WPS officers are trained and armed.

No, only certified peace officers can issue motor vehicle tickets.

Both excessive barking dogs and dogs at large are considered covenant violations. WPS will respond and attempt to verify the complaint, if verified the officer can issue a violation notice.

Foxes, coyotes, raccoons, deer, bear and occasionally mountain lions and other small mammals are all a natural part of our ecosystem in Woodmoor. The most important thing to remember is that under no circumstances should residents feed wildlife or encourage interactions with humans. Residents should also keep trash receptacles in a secured, closed location at all times except at the designated trash pickup time. If you observe an injured animal, it is best to let nature take its course. But, if you observe a threatening or aggressive animal, please contact WPS at (719) 499-9771 for immediate assistance.

Roads within Woodmoor are owned and maintained by El Paso County. If you have questions about snow removal, road conditions, or maintenance, please contact the El Paso County Department of Transportation at (719) 520-6460.

KEVIN NEILSEN

Chief
Serving since 1991

Chief Nielsen started his career in Woodmoor in 1991 as a Police Officer for the Woodmoor Police Department. He was promoted to Captain of WPS in 1995, and Chief in 1999.

CHAD FORQUER

Deputy Chief
Serving since 2001

Chad joined WPS in May of 2001. After 8 years in the Army, Chad worked in the private security field and insurance fraud investigation. Chad was promoted to the rank of Deputy Chief in June of 2010.

BROWN

Officer
Serving since 1998

Art joined WPS in 1998 after serving 22 years in the United States Army. While in the Army he served in the Military Police Corp. performing many duties such as Patrolman, Traffic Officer, Desk Sergeant, Investigator, Operation Manager, Platoon Sergeant and First Sergeant.

KARL
SCHILL

Officer
Serving since 2011

Karl joined WPS in 2011 and is also retired from the United States Army serving 20 years in the infantry and ending his career as a Military Police Patrol Supervisor. Karl also worked for the El Paso County Security Department, County Court House, Probation Dept., Dept. of Human Services, and the Department of Motor Vehicles as an armed security officer.

SHANNON SARE

Serving since 2020

Shannon joined WPS in March 2020. She graduated with high honors in 2015, with her Bachelor's Degree in Criminal Justice. Shannon has worked in the security field for the past 7 years, in an extensive variation of security positions. Shannon was born and raised in the Denver area and relocated to Southern Colorado in 2017.

GEOFF
ALLEN

Officer
Serving since 2022

Geoff grew up in Woodmoor and was a graduate of Lewis Palmer High School. He was previously employed by the Woodmoor Police Department from 1991 to 1995. Geoff previously worked for the LaSalle Co Police Dept. for 10 years. In addition to law enforcement, Geoff also has had experience in working in the IT sector and worked previously for a large HOA.

DARRIN ABBINK

Officer
Serving since 2022

Darrin joined WPS in March of 2023. He is a retired Lieutenant from the Colorado Springs Police Department. During his career he served in patrol, traffic, Internal Affairs, the Special Victims Unit and administration. He has a Bachelor's Degree in Criminal Justice Administration and is a graduate of the Northwestern University School of Police Staff and Command.

CHRIS PERKINS

Serving since 2023

Chris joined Woodmoor in 2023. Chris grew up in Colorado where he participated in athletics such as wrestling, football, and track. Chris has 6 ½ years’ of experience working in many facets of security. Chris resides in Pueblo with his 4-year-old son. He looks forward to serving the Woodmoor Community
