Woodmoor Public Safety keeps Woodmoor safe.
From 1971 the WIA realized a need for a Security force or Law Enforcement Agency to serve the residents of Woodmoor. Since then, the Woodmoor Public Safety (WPS) has been known as the Woodmoor Police Department (1972 thru 1994), Woodmoor Security Service (1995 to 1995), and finally the Woodmoor Public Safety since October 1995.
All Woodmoor Public Safety officers are qualified, professional, and great people to work with. If you ever need any assistance, you can rest assured that the officers are qualified, trained professionals. If you need to speak with an officer, please call the WPS office at 488-3600, or 499-9771 to reach us on our cell phone. We carry the cell phone 24 hours a day. Please be aware that there are dead spots with the cell phone throughout Woodmoor. If you receive voice mail on the cell phone, please leave a message and we will call you back.

Crime Prevention
The number one goal of WPS is the prevention of crime. We are committed to having the lowest crime rate in El Paso County and vigorously patrol the community 7 days a week. We work very close with the EPSO and are here to serve the residents of Woodmoor.
Immediate Officer Response
WPS provides immediate response from a trained professional for alarms, suspicious persons or vehicles, animal complaints, noise complaints, motorist assists, and many many more.
Vacation Checks
WPS will walk around your house once per day and check for unlocked doors, vandalism, newspapers, and make note of any packages that have been delivered. We will put the package in an inconspicuous spot or notify a responsible party of the delivery. Schedule a vacation check here.
Home Security Survey
This is another valuable service we provide. We walk around your house with you and go over security concerns and suggest how to make your home more secure. This service usually takes about 20 minutes to complete.
Motorist Services
WPS vehicles are equipped with a vehicle lockout kits and jumper boxes for those times in need. In winter driving conditions we do our best to get people home and safe.

Who is responsible for roads & plowing?
Roads within Woodmoor are owned and maintained by El Paso County. If you have questions about snow removal, road conditions or maintenance, please contact the El Paso County Department of Transportation at 719.520.6460.

Meet the WPS Staff
Kevin Nielsen
Chief, serving since 1991
Chief Nielsen started his career in Woodmoor in 1991 as a Police Officer for the Woodmoor Police Department. He was promoted to Captain of WPS in 1995, and Chief in 1999.
Chad Forquer
Deputy Chief, serving since 2001
Chad joined WPS in May of 2001. After 8 years in the Army, Chad worked in the private security field and insurance fraud investigation. Chad was promoted to the rank of Deputy Chief in June of 2010.
Art Brown
Officer, serving since 1998
Art joined WPS in 1998 after serving 22 years in the United States Army. While in the Army he served in the Military Police Corp. performing many duties such as Patrolman, Traffic Officer, Desk Sergeant, Investigator, Operation Manager, Platoon Sergeant and First Sergeant.
Karl Schill
Officer, serving since 2011
Karl joined WPS in 2011 and is also retired from the United States Army serving 20 years in the infantry and ending his career as a Military Police Patrol Supervisor. Karl also worked for the El Paso County Security Department, County Court House, Probation Dept., Dept. of Human Services, and the Department of Motor Vehicles as an armed security officer.
Shannon Sare
Officer, serving since 2020
Shannon joined WPS in March 2020. She graduated with high honors in 2015, with her Bachelor's Degree in Criminal Justice. Shannon has worked in the security field for the past 7 years, in an extensive variation of security positions. Shannon was born and raised in the Denver area and relocated to Southern Colorado in 2017.
Geoff Allen
Officer, serving since 2022
Geoff grew up in Woodmoor and was a graduate of Lewis Palmer High School. He was previously employed by the Woodmoor Police Department from 1991 to 1995. Geoff previously worked for the LaSalle Co Police Dept. for 10 years. In addition to law enforcement, Geoff also has had experience in working in the IT sector and worked previously for a large HOA. Geoff brings a lot of skills and experience to the WPS team.
Darrin Abbink
Officer, serving since 2023
Darrin joined WPS in March of 2023. He is a retired Lieutenant from the Colorado Springs Police Department. During his career he served in patrol, traffic, Internal Affairs, the Special Victims Unit and administration. He has a Bachelor's Degree in Criminal Justice Administration and is a graduate of the Northwestern University School of Police Staff and Command.
Chris Perkins
Officer, serving since 2023
Chris joined Woodmoor in 2023. Chris grew up in Colorado where he participated in athletics such as wrestling, football, and track. Chris has 6 ½ years’ experience working in many facets of security. Chris resides in Pueblo with his 4 year old son. He looks forward to serving the Woodmoor Community
